Who Must Create an Organization Account?
SEC Rule 15c2-12 requires dealers, when underwriting certain types of municipal securities, to ensure that the state or local government issuing the bonds enters into an agreement to provide certain information to the Municipal Securities Rulemaking Board (MSRB) about the securities on an ongoing basis. Issuers, Obligors and Agents who submit Continuing Disclosure filings and Voluntary Primary Market disclosures through EMMA® Dataport must establish an Organization Account. These disclosures are made available to investors and the public on the MSRB’s Electronic Municipal Market Access (EMMA®) website.
An organization account provides users of the organization the ability to access and update, as necessary, any disclosures made by members or agents of the organization.
MSRB has two types of Organization Accounts:
1. Issuers and Obligor Organization Accounts –Allow issuers and obligors to submit continuing disclosure filings and voluntary primary market submissions through EMMA® Dataport.
2. Agent Organization Accounts – Allow certain organizations to act as agents for dealers, municipal advisors, issuers and obligors to make data and disclosure submissions on their behalf. Learn more about EMMA submission accounts for organizations acting as agents
Required Account Set-up Documentation
Issuers, Obligors and Agents are required to provide two separate forms of identification, to complete the organization account set-up. For details on what documentation is required, review Account set up Requirements

Once the type of account to set up has been determined and the required documentation has been prepared, access the MSRB Online Registration and Organization Account Set-up Portal to begin.
