John Toye is Chief Information Officer (CIO) of the Municipal Securities Rulemaking Board, where he is responsible for IT service management, IT infrastructure, cloud optimization, cybersecurity and the employee technology experience. He began his career at the MSRB as its Director, Data and Infrastructure Management.

Prior to joining the MSRB, John held various positions at Freddie Mac for 16 years. He has over 30 years’ experience in cybersecurity, information technology and data for financial institutions. John holds a bachelor's degree in public administration from George Mason University.
