Horatio Porter is a member of the Board of Directors of the Municipal Securities Rulemaking Board (MSRB) and serves as Chair of the Audit and Risk Committee and is a member of the Steering Committee. He is Chief Financial Officer and Assistant Executive Director of Finance at the North Texas Tollway Authority, where he is responsible for executing the company’s financial strategies. In this role, Horatio leads the accounting, business diversity, procurement and treasury functions.

Horatio was previously Chief Financial Officer for the City of Fort Worth and an Assistant Vice President at AmeriCredit, Corp. (now GM Financial). He is a certified public accountant and holds a bachelor’s degree in accounting and an MBA in finance from Texas Christian University.
