MSRB Hosts Webinar Series on Market Information Programs
Beginning in September and on a regular basis, the Municipal Securities Rulemaking Board (the “MSRB”) will host a series of training webinars designed to assist municipal securities market participants, including issuers and dealers, using MSRB market information programs. The MSRB is committed to ensuring on-going compliance with MSRB rules and the rules of the U.S. Securities and Exchange Commission. The training webinars are scheduled for September 2009 through January 2010 and reminder alerts will be sent a week before each webinar. Throughout 2010, the MSRB will offer additional training webinars covering the same topic areas and submission systems detailed below. Please go to the Events and Training section of www.msrb.org to register for these training webinars and to view ongoing training updates.
The scheduled webinars will provide training for individuals who submit documents to the MSRB’s Electronic Municipal Market Access (EMMA) system. There are sessions covering the submission of continuing disclosure documents, primary market documents and municipal transaction and interest rate data. Other sessions will provide training on MSRB Gateway, the secure access point for all MSRB programs.

Sessions
Submitting Continuing Disclosure Documents - The MSRB established the continuing disclosure service of EMMA on July 1, 2009. The MSRB will host a series of webinars for municipal bond issuers and obligated persons and agents that submit continuing disclosure documents to EMMA. The webinars will review the registration and confirmation process associated with submitting documents to EMMA, submitting continuing disclosures and navigating the site.

Submitting Trade Data – Real-Time Transaction Reporting System (RTRS) – The MSRB will host a series of webinars for municipal securities dealers that report transactions to the MSRB’s RTRS in compliance with Rules G-14 and G-12(f) and that use the RTRS web system to access trade data. Level 1 training is geared toward new RTRS users and will review topics including digital certificates, entering trade reports, modifying/cancelling trade reports and trade management. Level 2 is geared toward users already familiar with RTRS and will review advanced topics including error code review and response, special condition codes and data quality reports.
