Who Submits 529 Savings Plan/ABLE Program Data (Form G-45)?
Municipal securities dealers that act as underwriters to 529 savings plans and Achieving a Better Life Experience (ABLE) programs submit information to the MSRB pursuant to MSRB Rule G-45.
What 529 Savings Plan/ABLE Program Information is Submitted?
The information required by MSRB Rule G-45 includes plan descriptive information, assets, asset allocation information for the assets of each investment option, contributions, withdrawals, fee and cost structure, performance data and other information related to the 529 plan or ABLE program. Rule G-45 requires the information to be submitted electronically through Form G-45 to the MSRB's Electronic Municipal Market Access (EMMA®) system on a semi-annual or, in the case of performance data, on an annual basis. At this time, the information is not disseminated publicly.
How Is the 529 Savings Plan/ABLE Program Information Submitted?
EMMA® Dataport provides a web-based portal for manual submission of information required by Form G-45. Alternatively, Form G-45 submissions can be made using electronic computer-to-computer streaming connections.

How Can a Submitter Register to Make a Form G-45 Submission?
Any person submitting information to MSRB’s EMMA system must establish password-protected accounts with the MSRB that provide access to the submission service through an authentication system known as MSRB Gateway.
When Must Underwriters Submit Form G-45?
Form G-45 must be submitted to EMMA by underwriters no later than 60 days following the end of each semi-annual reporting period ending on June 30 and December 31; provided, however, that performance data shall be reported annually by no later than 60 days following the end of the reporting period ending on December 31.
During What Hours Does the MSRB Accept Form G-45 Submissions?
The MSRB’s 529 Savings Plan/ABLE Program Data Submission Service is available throughout the day, subject to the right of the MSRB to take the service off-line between 3:00 a.m. ET and 6:00 a.m. ET each day for required maintenance or upgrades or at other times as needed to ensure the integrity of EMMA and its systems. The MSRB provides advance notice of any planned periods of unavailability and endeavors to provide information on the MSRB website as to the status of the submission interface during unanticipated periods of unavailability.
