The State and Local Government Toolkit provides information for state and local governments about understanding municipal bond issuance and using the Electronic Municipal Market Access (EMMA®) website and EMMA Trade Monitor. The toolkit also includes resources and tools to help state and local governments understand their legal protections under MSRB rules and better evaluate their municipal financing options.
Using the EMMA Website
The MSRB's EMMA website is the official source for municipal disclosures and market data. State and local governments submit data and disclosures for their bonds to the MSRB through EMMA.

Understanding Continuing Disclosure
